Roger Hartley

Roger Hartley is Professor of Public and International Affairs and former Dean of the University of Baltimore College of Public Affairs where he served in that role for over 10 years. Dr. Hartley holds several professional leadership positions and fellowships, including President-Elect of the American Society for Public Administration (ASPA) and fellowships at the National Academy of Public Administration (NAPA), the Volcker Alliance, and the William Donald Schaefer Center for Public Policy at the University of Baltimore. His current professional work is dedicated to improving the pipeline of talent into public service by inspiring student interest and addressing challenges in public service employment. His current project focuses on the role of co-op education and degree-apprenticeships to connect college students to public service roles.

Roger is a first-generation college graduate who strongly believes that higher education and public service changes lives. He earned a BS in Public Affairs from Indiana University’s O’Neil School of Public and Environmental Affairs (1991) and received his MA (1993) and PhD (1999) in Political Science from the University of Georgia’s School of Public and International Affairs. He is an award-winning teacher, scholar, and academic leader who enjoys public engagement work that supports students. His passion is working in the space where university engagement connects practitioners, students, and academics to advance careers and community impact. At UBALT, he helped create the award-winning Community Development Fellows program and NextGen Leaders of Public Service program in the Schaefer Center for Public Policy. He has served as a faculty leader at the University of Arizona, Western Carolina, and Roanoke College as well as on many boards and commissions.
