Volcker Alliance Panel Reviews State Budgets Before COVID-19—and Beyond

On October 1, 2021, William Glasgall, Volcker Alliance senior vice president and director of state and local initiatives, led an expert panel at the Association for Budgeting and Financial Management (ABFM) annual meeting in Washington, DC, which reviewed the conclusions of the Alliance’s 2021 report, Truth and Integrity in State Budgeting: Preparing for the Storm; discussed state fiscal responses to the COVID-19 pandemic; and examined major issues for states as federal pandemic aid wanes.

Panel members included Beverly Bunch, PhD, University of Illinois Springfield; Hai (David) Guo PhD, Florida International University; Merl Hackbart, PhD, University of Kentucky; and Juliette Tennert, MA, University of Utah. Each led a regional team researching state budgets for the Truth and Integrity in State Budgeting: Preparing for the Storm as well as the three prior Truth and Integrity in State Budgeting annual reports.
