Glasgall Presents New “Truth and Integrity in State Budgeting” Data at UC San Diego

At the Civic Leadership Academy series hosted by UC San Diego’s School of Global Policy and Strategy and Sempra Energy, William Glasgall, Volcker Alliance senior vice president and director of state and local initiatives, discussed findings from the Volcker Alliance’s latest report, Truth and Integrity in State Budgeting: The Balancing Act. Glasgall presented findings to a room of public finance students, faculty, and local government officials from the San Diego area. Glasgall was joined by Dr. Alex Gelber, associate professor of economics at UC San Diego, and David Graham, chief innovation officer for the city of Carlsbad.

Covering fiscal 2017 through 2019, the new Truth and Integrity in State Budgeting report grades states’ success in pursuing transparent and sustainable procedures as they attempt to keep revenues and expenditures in balance. As in the previous Truth and Integrity in State Budgeting reports, the new study grades states on a scale of A to D-minus for their practices in five critical budgeting areas:

  • Budget forecasting
  • Budget maneuvers
  • Legacy costs
  • Reserve funds
  • Budget transparency

For the first time, in fiscal 2017 through 2019, the US average state grades for all five budget categories saw improvements, compared with only four of five categories in fiscal 2016 through 2018, and three of five categories in fiscal 2015 through 2017.
