Richard Voith, Susan Wachter, David Stanek, and Hyojin Lee
Richard Voith, PhD, is a founding principal of Econsult Solutions Inc. (ESI) and research fellow of the Penn Institute for Urban Research (Penn IUR). Dr. Voith is a widely published expert in real estate economics, transportation, and applied microeconomics. He oversees a wide variety of projects in the realm of housing, labor markets, transportation, and economic development. Just as importantly, he is involved in setting the strategic direction of organizations both large and small. Dr. Voith served on the board of directors of the Southeastern Pennsylvania Transportation Authority for eight years and was vice chair for three years. He regularly provides analysis and testimony in support of litigation in real estate and transportation matters. Prior to establishing Econsult Solutions, Dr. Voith was an economic advisor at the Federal Reserve Bank of Philadelphia. Over the last fifteen years, he has served on several National Academy of Science Foundation advisory panels, addressing topics such as the interrelationships between transit investments, and the relationships between land use and public health. He has been a guest speaker at numerous forums, including those sponsored by the Lincoln Institute of Land Policy, the Brookings Institution, Urban Land Institute, and the US Department of Housing and Urban Development.
Susan Wachter, is Sussman Professor and Professor of Real Estate and Finance at The Wharton School of the University of Pennsylvania. From 1998 to 2001, she served as Assistant Secretary for Policy Development and Research, U.S. Department of Housing and Urban Development, the senior urban policy official and Principal Advisor to the Secretary. During her tenure at HUD, Wachter’s office was responsible for the New Markets Tax Credit, the major legislative initiative for urban revitalization, with the goal of attracting private capital into low-income communities. At The Wharton School, she was Chairperson of the Real Estate Department and Professor of Real Estate and Finance from July 1997 until her 1998 appointment to HUD. At Penn, she co-founded and currently is Co-Director of the Penn Institute for Urban Research. She also founded and currently serves as Director of Wharton’s Geographical Information Systems Lab. She was the editor of Real Estate Economics from 1997 to 1999 and currently serves on the editorial boards of several real estate journals. Wachter is the author of more than 200 scholarly publications and the recipient of several awards for teaching excellence at The Wharton School. Her forthcoming edited volume, Fair Housing, will be published by Penn Press. Previous volumes include Shared Prosperity in America’s Communities and Neighborhoods and Life Chances. Wachter has served on multiple for-profit and not-for-profit boards and currently serves on the Affordable Housing Advisory Committee of Fannie Mae and the Office of Financial Research Advisory Committee of the U.S. Treasury. She frequently comments on national media and testifies to Congress on U.S. housing policy.
David Stanek, PhD, is a vice president at Econsult Solutions and a research fellow at Penn IUR. He is an urban planner who combines data science techniques, geographic information systems, and qualitative research methods to design and manage data-driven, applied research projects in planning, transportation, and real estate. Prior to joining ESI, his academic research explored the intersection of land use regulations, historic preservation, and neighborhood change in the United States, housing, access to opportunity, and informal settlements in Cairo, and food systems in Iraq. He has taught land use, urban policy, and public finance at Rutgers University and Hunter College.
Hyojin Lee is an analyst at Econsult Solutions, providing expertise in data and policy analysis in environmental and transportation infrastructure planning. She received a master’s degree in city and regional planning and public policy from Rutgers University in 2022, and a bachelor’s degree in architectural conservation from the University of Hong Kong in 2018.
