Dr. Roger E. Hartley Joins the Volcker Alliance as a Paul A. Volcker Public Service Fellow
Dr. Roger E. Hartley of the University of Baltimore will serve as a Paul A. Volcker Public Service Fellow at the Alliance. As a fellow, Dr. Hartley will explore how cooperative ("coop") education and degree apprenticeships can strengthen the talent pipeline for federal, state, and local government.
Coop education and apprenticeships offer the government a way to attract employees early through flexible arrangements in which students learn on the job, helping fill critical talent gaps where their skills are most needed. Students earn income while pursuing their education and gain exposure to meaningful government career opportunities with mentoring and support. Through this fellowship, Dr. Hartley will identify the opportunities and challenges cooperative learning models face while exploring best practices among governments and higher education institutions nationally. The goal is to advance these models through public forums, research and writing, and pilot program development in partnership with employers and universities.
Dr. Hartley brings deep connections to the Volcker Alliance. Currently on leave after serving more than ten years as Dean of the College of Public Affairs at the University of Baltimore, he has participated in the Deans Summit, led the University of Baltimore's participation in the Next Generation Service Corps, and serves as a mentor in the Future Leaders of Schools of Public Service program. As President-Elect of the American Society of Public Administration and Fellow of the National Academy of Public Administration, Dr. Hartley's networks across the global public service community will be an invaluable asset to this work.
