Margot Conrad
Margot Conrad joined the Volcker Alliance in January 2025 and provides expertise and strategic guidance to the Alliance leadership with respect to organizational priorities and program planning and execution. She also serves as an advisor for Transformers in the Public Sector, the Next Generation Service Corps Summer Policy Academy, and other Alliance engagements on civil service issues and public administration.
Prior to joining the Volcker Alliance, Margot most recently served as deputy chief of staff for the US Office of Personnel Management (OPM) under the Biden-Harris Administration. In this role, she advised the Acting OPM Director on sensitive operational and policy matters, provided strategic oversight and guidance for key organizations in OPM, and oversaw the development and issuance of governmentwide human capital policy for the agency, impacting 2.2 million civil servants and their families, retirees, and future federal employees. Margot held prior roles at OPM, including serving as a senior advisor to the Director of OPM and executive director of the Chief Human Capital Officers (CHCO) Council, where she worked with human capital leaders from across the federal government on developing and implementing human capital strategies and policies. Margot also served as the Co-Implementation Lead for the Workforce Priority of the President's Management Agenda.
Before coming to OPM, Margot spent 15 years at the Partnership for Public Service, a nonprofit organization focused on building a better government and stronger democracy. She served in a variety of roles including director for government affairs and director for Federal Recruiting and Hiring Programs.
Margot is a graduate of Wellesley College. She also holds a master’s degree in Regional and Urban Planning Studies from the London School of Economics.
