Margot Conrad joined the Volcker Alliance in January 2025 as the inaugural Paul A. Volcker Public Service Fellow and was appointed senior director in September 2026.  As a member of the Alliance’s senior management team, Margot develops and leads strategic initiatives to demonstrate the value and impact of government, inspire the next generation of public servants, and drive new thinking about the future of government. She builds partnerships across government, civil service and democracy organizations, philanthropy, academia, and student communities to advance this work.

Margot designed and now oversees the Public Service Ambassadors Initiative, which places AmeriCorps alumni in communities across the country to host listening sessions with 18–25-year-olds. The sessions center on two questions: what should the future of government look like, and what would it take for you to join it?  Margot also manages the Accountability and Reform Research Consortium (ARRC), which examines and raises public awareness of how changes to the federal workforce affect public service delivery, citizens, and democratic governance.

Prior to joining the Alliance, Margot served as deputy chief of staff at the U.S. Office of Personnel Management (OPM) under the Biden-Harris Administration. She advised the Acting OPM Director on sensitive operational and policy matters, provided strategic oversight and guidance to key OPM organizations, and oversaw the development and issuance of governmentwide human capital policies affecting 2.2 million federal civil servants, their families, retirees, and future federal employees. 

Before joining OPM, Margot spent 15 years at the Partnership for Public Service, a nonprofit organization dedicated to building a better government and stronger democracy. There she held a range of leadership roles, including director of government affairs and director of federal recruiting and hiring programs.

Margot graduated from Wellesley College with a bachelor’s degree in political science. She holds a master’s degree in Regional and Urban Planning Studies from the London School of Economics and an executive certificate in Nonprofit Management from Georgetown University.
